Set WM call forwarding via command line

Usage:SetCallFwd.exe reason [number] [delay]
- Forward all calls to 123456: setcallfwd.exe 1 123456
- Forward 20 seconds no answer call to 1234567: setcallfwd.exe 3 1234567 20
- Disable forwarding on busy: setcallfwd.exe 2
